DAYTON MOAA GOLF LEAGUE BYLAWS

(As of April 2023)

 

1.MEMBERSHIP:  All members of the MOAA National and Dayton Chapter and their spouses are eligible.  Membership in both is required.  See Substitutes, para 6 below.

 

2.OFFICERS:  League officers shall be elected at a meeting held at the end of the golf season each year in conjunction with the Annual Awards Banquet.  Members present will elect a President, Vice President, Secretary and Treasurer, normally for two-year terms.

 

  1. OFFICERS DUTIES: The President, Vice President, Secretary and Treasurer shall administer the normal operation of the League, i.e. decide on appropriate weather cancellations, schedule changes and arbitrate all disputes among league teams or individual members.  Rules interpretation will be done with the assistance of the WPAFB Golf Pro.

 

            PRESIDENT:  Normal duties include:

  • Having a preferred tee time for each scheduled match.
  • Contacting appropriate weather authorities and conferring with the other League Officers to inform them of any schedule changes.
  • Positioning the League Bulletin Board with scorecards, standings, handicaps and current announcements at the first tee for each scheduled match. The Bulletin Board is normally kept in the Prairie Trace Clubhouse Office.

 

VICE PRESIDENT:  If the President is unable to perform his duties for an extended period of time, the V President will assume the President’s duties as listed above.The V President is responsible for collecting and securing additional prizes for the annual Awards Banquet.  The V President is expected to run for the Office of President at the end of the current President’s term.

 

SECRETARY:  Normal duties include:

  • Having a preferred tee time for each scheduled match and collecting the scorecards for the day’s matches.
  • Participating in weather postponements and notifications as listed above.
  • Preparing necessary records for League operations and handouts for all scheduled meetings as needed.
  • Maintain and generate match schedules, handicaps, standings and scorecards for League Play.
  • Calculating and distribution of League prize funds.

 

TREASURER:  Normal duties include:

  • Maintain the status of all League funds.
  • Collect dues for League operations.

 

  1. RULES ADMINISTRATION: The elected officers are empowered to conduct all league operations and arbitrate all disputes among league teams or individual members.  Rules interpretation will be done with the assistance of the WPAFB Golf Pro.

 

  1. TEAMS: A team will consist of two (2) persons, one of whom will be designated as team captain.  Team captains shall be identified to the League Secretary prior to the start of league play.  One team member must play each match, that is, only one substitute per team is permitted.

 

  1. SUBSTITUTES: All members of the MOAA National and Dayton Chapter, and their spouses are eligible.  A substitute may play initially if only a member of MOAA National but must join the Dayton Chapter for subsequent participation.  A substitute may be used without prior approval, but it is recommended that you notify the League Secretary if possible, so that adjustments to the score cards can be made before match play.  League team members may not play as substitutes for other league members.  Handicaps for substitutes will be calculated in the same manner as for regular players (ref. para. 9).

 

  1. PLAY: Matches will be played each Monday starting on or about the fourth Monday of April and continuing until on or about the second Monday of September.  Regularly scheduled tee times are from 0900 to 0945.  There are no scheduled matches on Monday National Holidays.  Teams are required to tee off at the scheduled times.  If both teams agree to delay their tee time and a following team is ready to play and willing to trade tee times, the scheduled tee time may be changed.  If no team is willing to trade tee times, then the teams must tee off as scheduled.  Men will play from the White Tees and women will play from the Red Tees.  EXCEPTION:  Men over 80 years of age at the start of the season may choose to play from the Red Tees but must continue to do so for the entire season.  Notify the Secretary before the first match of the season if you are eligible and plan to use the Red Tees.

 

  1. SCHEDULE: The League Secretary will prepare a schedule and provide a copy to each league member.  Tee times for Weather Makeup or Position Matches days will be announced one week prior to the scheduled matches.  A Two Ball Scramble tournament will be scheduled towards the end of the season.

 

  1. HANDICAPS: Handicaps are determined by taking 85% of the strokes above par.  Handicaps will be a moving average of the most recent 4 matches played.  Each player’s Handicap for the first match will be determined by the score of that match.  All decimals >0.5 will be rounded up.  The maximum handicap is 23.  Matches of less than 9 holes will be counted in handicap computations by awarding a score of par plus the player’s handicap for any affected hole(s) not completed.  In the event a match is played early, scoring will in accordance with para. 10, but the match will be used for handicap immediately to accurately reflect the affected players playing ability in subsequent matches.

Equitable Stroke Control (ESC) will apply for handicap calculations.  ESC limits the maximum strokes allowed on each hole according to the player’s handicap.  The ESC formula restricts the allowed strokes-per-hole to double bogey for golfers having a MOAA Golf League Handicaps of less than 5.  For other golfers, the following table applies:

In order to speed up play, if a player has already lost the hole and has taken the allowed ESC Strokes, he/she should pick up their ball and cease play on that hole.  There is no limited number of strokes if the hole is still being contested.

 

  1. COMPETITION: Competition is match play between opposing team members.  Each week the team member with the lowest handicap will be the #1 player and play against the #1 player of the opposing team.  If both members of a team have the same handicap, they must announce before teeing off on the first tee which player will be #1 and note that on the score card.  Each match will consist of 18 points.  Scoring is done on a hole by hole basis with winning low net score awarded 1 point.  If the hole is halved, each player will be awarded ½ a point.  The handicap strokes will be awarded based on the hole ratings on the score card.  The handicap strokes are based on the difference between the player’s handicaps.

 

The Home Team will be designated on the scorecard and will be responsible for keeping the score and putting the signed and attested score card into the green MOAA box in the Pro shop next to the handicap computer immediately after the end of play.  The guest team is responsible for checking the score card for accuracy and attesting the score card.

 

In the event the minimum five (5) holes are played and the course is closed, the scoring will be distributed proportionally over the 9 holes based on the scoring of the played holes.

 

If one team member is absent and no substitute is obtained, the team member present will play both of the opposing players.  If one team member is unable to complete the match, or is late for the tee off, then the match will be scored on the affected holes as stated previously for an absent member.  If a team is not present at the scheduled tee time without prior agreement, this will constitute a forfeit with the team present winning points according to the method below.  The team present must play to win the points.

 

            Forfeited Match:  When a team’s opponent forfeits a match, the points awarded will be determined by competition with a team of “dummy” substitutes with handicaps of 8 and shooting bogey scores for each hole.  The points earned could range from “0” to “18”, depending on how well the team plays.

 

The secretary will compute and post the Standings and Handicaps for each week on the East Course First Tee at the next week’s matches.  Standings and Handicaps will also be posted on the Web Site as soon as possible after the matches are completed.

 

In the event a team cannot play on the scheduled date, the match can be played at an alternate agreed upon time, preferably before the scheduled date but as soon as possible after the scheduled date.  If all four players are unable to find an agreeable date/time for play, the match may be split into two separate matches with #1 players of each team playing at one date/time and the #2 players playing at a different date/time.  These score cards need to be turned into the League Secretary as soon as possible after the rounds are played.  All matches must be completed before the last available date published on the schedule.  If the League Secretary does not receive a signed score card for any match both teams will forfeit all points.

Cancelled Matches:  When inclement weather of other conditions stop play, a minimum of five (5) holes must be completed by all teams to constitute a match for the league scoring purposes.  In case of existing or threat of inclement weather prior to or during league play, the league officers will make the final decision as appropriate.  If the decision is made to cancel before the scheduled tee times, the officers will inform at least one member of each team of the cancellation.  It is the responsibility of that team member to inform his/her partner.

 

  1. AWARDS: Awards & recognitions will be presented at the end-of-season Banquet as determined by the League Officers.

 

  1. RULES: All play will be governed by USGA rules as modified by Prairie Trace Golf Club and the MOAA golf league rules.

 

Lost or Out-of-Bounds Ball:  As an option to speed up play, in lieu of returning to the spot from which the original ball was hit, drop a ball in the fairway within one club length of the edge of the fairway no closer to the hole and take a 2 stroke penalty.

 

Playing the ball as it lies:  In order to speed up play, a player may improve the lie by moving the ball with the club head staying within 6 inches of the original lie and not closer to the hole.  The improved lie must remain in the same conditions as the original lie  i.e. fairway, second cut, rough or sand.

 

  1. FEES: All players will pay their own weekly green and cart fees prior to play. Each team member will also pay a MOAA league fee of $30.  This fee will be used for Tee Time reservations, awards and any other operating expenses.  Fees are to be paid prior to the start of competition.
